Need to renew registration without inspection for a 1984 Corona

I need to renew the registration without inspection because the car has been stationary for 20 years and inspecting it would require replacing tires, engine, electrical system, suspensions, hubs, rods, and differentials. The car is insured and I have paid all renewal fees for the past 20 years. Anyone who can help, please come forward and quote your fees and effort.
