Join our dynamic team to play a pivotal role in one of the most ambitious and game-changing development projects of our time.  As the Associate Project Director – Fixed Fiber Network, you will oversee the delivery of the fixed fiber network required to bring our vision to life. You’ll collaborate with cross-disciplinary teams, manage internal and external stakeholder relationships, and ensure seamless alignment with Qiddiya Master Development and Infrastructure Planning Teams, and the Communications, Space and Technology Commission (CST). This is a high-impact role with an opportunity to lead a major digital infrastructure project in the Kingdom of Saudi Arabia. Project Planning and Assessment Evaluate proposed fixed fiber network deployment plans to satisfy the development requirements (capacity, location, and program). Provide expert advice regarding the proposed construction sequencing and input into the program and engage with the Master Development team to adjust the spatial planning of assets & networks (locations of CWFON, DPSs, PoPs, MMRs and MDCs) to best meet the overarching development requirements. Provide input into the budget and cost estimation of the project and be accountable to deliver the project within the approved budget. Provide input into the project program and support in identifying the gaps early on and throughout the lifecycle of the project and be accountable to deliver the project within the approved program. Manage the risks associated with the project by identifying risks and provide mitigation plans for the project Work with the District Master Developers, asset owners, and government agencies to advise and assist with the timely installation of all fiber related components, networks and cables. Work with the Master Development team to ensure the visible elements associated with the Fixed Fiber Network has approved external materials, particular attention will be focused on the façade or theme for the installed assets.   Project Execution and Delivery Provide leadership and direction to project teams on the ground, ensuring effective coordination and communication across all phases of project delivery. Develop and implement comprehensive project plans, including scope, schedules, budgets, and risk management strategies. Collaborate with architects, engineers, contractors, and other stakeholders to ensure project specifications and quality standards are met. Drive project progress, providing regular updates to senior management and stakeholders regarding milestones, budget adherence, and potential risks. Conduct regular site inspections and meetings to ensure compliance with safety and environmental regulations. Foster a culture of innovation and continuous improvement within project teams, promoting best practices and lessons learned. Manage disputes, issues, and conflicts, ensuring effective resolution and maintaining project momentum.   Stakeholder Management Ensure the involvement of all relevant stakeholders with the delivery process. Communicate and keep informed all relevant stakeholders of project information. Arrange visits, meetings and coordinate site visits and inspection of Senior Management and dignitaries.   Process Management Monitor the progress of approval processes and resolve delays or issues, including change management processes. Maintain accurate records of submissions, production information (drawings/specifications/schedules etc.), permits, approvals, and interface correspondence. Maintain control over the contract administration processes (change management, safety and program performance) and be accountable for ensuring timely approvals of changes. Report to the Central Development Unit and Reporting and Commercial departments the progress and budget performance of the project and implement any related processes. Prepare and deliver executive level presentations, and report on the progress of projects on a weekly and monthly basis. Policy Understanding and Advocacy: Take the initiative and stay informed about changes in regulations, policies and strategies at a regional, national, state and Qiddiya City level. Advocate for project approvals by presenting data and justifications to regulatory bodies and all internal stakeholders, boards and Senior Management. Enforce a culture of safety and quality throughout the project execution that meets the aspiring vision of Qiddiya. Requirements Bachelor's degree in Telecommunications, Electrical Engineering, or a related field. Minimum of 8 years of experience in project management focusing on telecommunications, specifically fixed fiber networks. Demonstrated capability in managing network deployment projects and knowledge of fiber optic technologies. Strong understanding of project management principles, tools, and methodologies. Excellent organizational and multitasking skills with a strong attention to detail. Effective communication and interpersonal skills, with an ability to build relationships with various stakeholders. Analytical mindset with a proactive approach to problem-solving and decision-making. Familiarity with project management software and infrastructure management tools. Willingness to adapt in a fast-paced, ever-changing environment. Benefits Educational Background: Bachelor’s degree in Telecommunications / Information Technology, with specific relevant additional qualifications for Fixed Fiber Network and related fields. Project Management Professional (PMP) and/or Prince 2 is desirable. Experience: Proven track record and at least a minimum of 10+ years of relevant experience in Construction Management or Project Management or Design and Construction of fixed fiber networks with at least 3-years’ experience of working on large-scale projects. Proven track record of securing permits for complex, large-scale developments. Experience in theming and façade installation for infrastructure is desirable. In Kingdom experience and relations with suppliers and contractors is desirable for the role. Experience in Uptime standards, processes, approvals and certification protocols.   Technical Skills: Experience in working on digital infrastructure projects in Saudi Arabia Experience in all fixed fiber network components including the design and construction of City Wide Fiber Optic Networks, Duct Pathway Systems, Points of Presence, Meet Me Rooms and Micro Data Centers. Familiar with Build Own Finance and Operate contracts. In-depth knowledge of project management methodologies, tools, and best practices. Strong understanding of project management process, end-to-end land servicing, stakeholder management and process management. Familiarity with Microsoft Office software, Primavera, GIS tools, CAD software (Autodesk), Sharepoint document management and environmental impact analysis is necessary. Soft Skills: Adept at managing multiple stakeholders and navigating political landscapes. Fastidious attention to detail. Strong leadership skills with the ability to inspire and manage diverse teams. Strong analytical and problem-solving abilities. Exceptional negotiation, communication, problem-solving and interpersonal skills, capable of building effective relationships with stakeholders at all levels.
