Data Collection and Analysis: Collect, analyze, and interpret hydrological data, including precipitation, runoff, streamflow, and groundwater levels.  Hydrological Modeling: Develop and apply hydrological models to simulate water flow, predict flood events, and assess water availability.  Water Resource Management: Develop and implement water resource management plans to ensure sustainable and equitable use of water resources.  Flood Control: Design and implement flood control measures, such as dams, levees, and detention ponds.  Drainage Systems: Design and maintain drainage systems to prevent flooding and manage stormwater runoff.  Water Quality Assessment and Improvement: Assess water quality and develop strategies to improve water quality, including treatment processes and pollution control measures.  Environmental Impact Assessment: Conduct environmental impact assessments to evaluate the potential effects of development projects on water resources.  Climate Change Adaptation: Develop strategies to adapt to the impacts of climate change on water resources, such as changes in precipitation patterns and rising sea levels.  Research and Development: Conduct research and development projects to advance hydrological knowledge and develop innovative solutions.  Requirements Bachelor's degree in Hydrology, Civil Engineering, Environmental Engineering, or a related field. 10+ years of experience in hydrology or related fields, preferably in infrastructure projects. Professional engineering license is desirable.  Strong understanding of hydrological principles, processes, and modeling techniques.  Proficiency in hydrological modeling software, such as HEC-HMS, HEC-RAS, and MIKE SHE.  Excellent analytical, problem-solving, and decision-making skills.  Strong interpersonal and communication skills.  Ability to work independently and as part of a team.  Additional Skills: Experience with GIS software (e.g., ArcGIS) for spatial data analysis.  Knowledge of environmental regulations and permitting processes.  Experience in water resource planning and management.  Project management skills.  Leadership and management experience. 

Leads the team, with a focus on delivering innovative solutions that provide superior outcomes. Provide consistent leadership and will support client focus and responsiveness and will help to ensure identification and anticipation of client needs. Manages the team’s deliverables through effective leadership by setting individual objectives, managing performance and developing the team to maximize performance.  Leads end-to-end project management for Wet utilities initiatives, ensuring alignment with organizational objectives and providing recommendations highlighting risk and mitigation strategies. Oversees the planning, design, implementation, and commissioning of Wet utilities for the project. Upon instruction, extend application of technical and engineering expertise beyond Delta B Infrastructure towards achieving successful delivery of the overall project. Ensures smooth coordination with consultants, making sure they adhere to project timelines and meet the clients’ high-quality standards. Leads the design team in undertaking technical design reviews to ensure compliance with all Project Requirements and Strategy, Project, Design and Development Briefs, including innovation, optioneering and value engineering.  Leads the team to ensure design deliverables are provided by the design consultants in accordance with their contract, district and sub-district program requirements. Collaborates closely with various internal departments, clients, consultants, contractors and stakeholders to fully understand project requirements and create innovative design solutions that satisfy client requirements and local codes and standards. Effectively manage the required interfaces to raise possible impacts to project programs, budgets and quality issues. Collaborates with cross-functional teams, consultants, contractors and stakeholders to ensure effective coordination and integration of various design elements to achieve seamless progression from design, construction to final handover. Proactively monitors and tracks project progress, promptly identify and resolve any design-related challenges or conflicts that may arise and report timeously on these. Efficiently manages and maintains meticulous project documentation, including design records, change orders, and necessary approvals. Initiate and chair meetings with the client, consultants, design team and stakeholders whilst capturing minutes of meetings as necessary. Manages all matters related to design being ‘fit for purpose’ specifically ‘Safety in Design’.  Leads the design sign off process by all design consultants / sub-contract designers.  Ensures quality assurance processes are in place to review design deliverables and ensure compliance with project specifications, design standards and regulatory requirements.  Ensures the team designs according to the cost/business plan, system and operations plan.  Assists Cost Consultants assess the cost of design changes and track accordingly ensuring proper change management processes are adhered to throughout the design process.  Oversees production of Work Breakdown Structure for design/engineering deliverables which is suitable for production of design documentation and is in accordance with procurement, construction staging and project phasing requirements.  Oversees the governance of Shared and Published information within the district and all the Sub-Districts. Facilitates the coordination of interfaces between projects within the district, other Districts and City Infrastructure. Assists with the evaluation of RFP proposals and provides necessary support to the various business teams. Assists, prepares and presents both progress reports and stage gate presentations for each project, highlighting key milestones, challenges, programmes, designs, costs / budgets and achievements. Requirements Bachelor degree in civil/mechanical engineering, with minimum 10 years, preferably 15 years, work experience in wet utilities (potable water, wastewater, recycled water/TSE) networks design and modelling Strong technical review skills, including detailed engineering drawings and hydraulic models Experience in masterplan, integrated land development project with excellent understanding of interdisciplinary coordination, including Rights of way sections. Experience in latest hydraulic modelling software (WaterCAD/WaterGEMS, SewerCAD), and BIM Familiarity with storage tank and pumping station designs Knowledge of KSA authority regulations and previous experience of obtaining authority approvals for wet utility networks An Engineering Master’s degree would be an advantage. Any other relevant post-graduate degrees/diplomas would also be an advantage. Professional registration in respective discipline (i.e. Chartered Engineer or similar) is necessary. Registration as a Project Management Professional (PMP) would be an advantage. A minimum of 10 years relevant experience in wet utilities (potable water, wastewater, recycled water/TSE) project management. Proven experience planning, designing and delivery of large-scale and complex wet utilities infrastructure projects. Possess a strong knowledge of design principles, techniques, and best practices related to wet utilities. Able to define design criteria, specifications and operational requirements. Experience in delivery to program, balancing competing requirements on project to deliver design outcome (e.g. cost v. time v. quality).  Previous KSA/Middle East experience will be an advantage. Diverse experience working within Mega/large scale complex design and construction programs across private and/or government sectors would be an advantage. Proven track record of successfully delivering complex projects on time and within budget is necessary. Experience in coordinating and executing design activities, managing design consultants, engaging with stakeholders and coordinating design team members is crucial for this role. Demonstrated strong leadership and management skills to set clear goals, motivate teams and deliver results.   You should be able to work under pressure and meet tight deadlines with the ability to multi-task and prioritize your workload in a fast-paced environment with minimal supervision. Excellent communication and interpersonal skills to effectively articulate ideas, strategies and project performance to a range of audiences, such as; clients, consultants, contractors, multi-disciplinary teams and stakeholders.
