Inquiry regarding the name of the neighborhood of Al-Nukhba Plan

Hello and may the mercy and blessings of God be upon you Dear brothers, a question please regarding Al-Nukhba Plan located behind Al-Nazim neighborhood: is it possible to separate this plan under a different neighborhood name? Currently, it is linked to the name of Al-Nazim neighborhood, despite being distant from it and having a complete, modern infrastructure. It is undesirable for this new area to be associated with an old neighborhood's name. We would appreciate insights from those experienced and knowledgeable in Riyadh's urban plans on whether such plans retain their original names or can be renamed.
