Key Accountability and Activities: Activities: This role ensures that the organization adheres to regulatory requirements, industry standards, and internal policies, including Waste Management, Health, Safety, and Environment (HSE), ISO standards, and licensing. The Compliance Monitoring Manager will develop and implement monitoring programs, conduct audits, and report on compliance performance to senior management. Responsible for assisting in the delivery of the NEOM Waste Management Strategy objectives by managing implementation and maintenance of the Compliance management strategy, policies, processes, standards, and systems. Sustain the Integrated Compliance and Monitoring System in line with the required industry standards, permitting requirements and business requirements across the organisation through existing and new procedures. Regulate, control, and improve the quality of all processes throughout the project management cycle. Embed a culture of continuous improvement throughout the project life cycle and operations   Parameters:  Autonomous role across projects under the job holder’s control  Visibility with internal and external stakeholders as well as shared service functions.  Assisting in providing supervision and guidance to existing and new projects for internal and external stakeholders.  Must remain aware at all times of your responsibilities for your own Health and Safety, for the Health and Safety of those directly responsible to you, your work colleagues and any others who may be affected by the operations under your responsibility or control. Please refer to the HSE Policy for further details on your specific responsibilities.  Must adhere to all NEOM Policies & Procedures (including but not limited to) those specified in the Employment Handbook, HSE Policy, Incident reporting procedures and any financial/accounting systems.  Apart from the duties summarised in your Role Profile, the company reserve the right to include other reasonable duties which are part of, and incidental to, this type of work.   Key Accountabilities:    Contribute to the creation and implementation of best practice capacity planning vision, strategy, policies, processes, and procedures to aid and improve operational performance  Contribute to new business initiatives and projects and review and communicate the impact on Integrated Management Systems (IMS)  Manage all external registration, permitting and licencing requirements to ensure they are met. Liaise with external bodies on all matters relating to these specific requirements. Maintain and improve, in line with business needs  Establish monitoring protocols, checklists, and procedures to ensure thorough and consistent evaluations.  Identify key compliance risks and develop strategies to mitigate them. Implement all relevant procedures described in the Integrated Health, Safety, Environment and Quality Management Systems (IMS)  Ensure that all in-house systems and procedures are updated, revised, and modified to meet the needs of external certification bodies  Train others in all aspects of the Compliance, Monitoring and IMS system and application of procedures  Undertake regular internal and process audits of the IMS  Perform regular audits and inspections on all RWM Facilities, and generate reports on performance  Ensure corrective actions are undertaken to address nonconformities found  Hold quarterly audit performance meetings within the RWM and NEOM teams  Manage the audit nonconformity data base  Provide detailed analysis of nonconformities  Ensure ongoing compliance with the HESQ Management System ISO9001; ISO 14000; ISO 45000  Attend various meetings and action/communicate instructions  Produce written reports and make presentations  Undertake continuous training and development and promote a culture of continuous improvement in Compliance practices  Identify business improvement opportunities within the organisation  Ensure that the function operates in accordance with any NEOM policies and procedures to ensure the safety and wellbeing of staff and visitors  Conduct quality assessments of processes and tasks in the department  Ensure that projects are undertaken in accordance with relevant Legislation and NEOM Standards  Provide professional technical advice to teams and the wider NEOM as necessary. Requirements Knowledge, Experienced and qualifications: - Knowledge:  Good knowledge of Waste Management Systems and Standards  Good Knowledge of the Waste Management Compliance Procedures for Operational Environments  Good Knowledge of HSEQ Assurance Auditing.  Good Knowledge KSA legislation and requirements  Good knowledge of waste management processes   Experience: Essential  Minimum of 10 years’ experience in an assurance management role within an organisation with certified QMS/IMS systems  Track record of Compliance system management and auditing, record management, quality and time parameters in waste management or related field.  Experience in dealing with internal and external stakeholders at all levels including, clients, contractors, department heads and external regulatory bodies.   Desirable Experience of working on projects in the GCC or similar Qualifications: -   Essential  Relevant Qualifications in HS; Environment; Quality Management or similar (e.g., TQM, Engineering)  Six Sigma Certification/ Certified HSE Auditor  ISO Systems Lead Auditor Certification  KSA Driving Licence   Desirable  NEBOSH General Certificate or equivalent  HSE Certifications. Leads the design team in undertaking technical design reviews to ensure compliance with all Project Requirements and Strategy, Project, Design and Development Briefs, including innovation, optioneering and value engineering.  Leads the team to ensure design deliverables are provided by the design consultants in accordance with their contract, district and sub-district program requirements. Collaborates closely with various internal departments, clients, consultants, contractors and stakeholders to fully understand project requirements and create innovative design solutions that satisfy client requirements and local codes and standards. Effectively manage the required interfaces to raise possible impacts to project programs, budgets and quality issues. Collaborates with cross-functional teams, consultants, contractors and stakeholders to ensure effective coordination and integration of various design elements to achieve seamless progression from design, construction to final handover. Proactively monitors and tracks project progress, promptly identify and resolve any design-related challenges or conflicts that may arise and report timeously on these. Efficiently manages and maintains meticulous project documentation, including design records, change orders, and necessary approvals. Initiate and chair meetings with the client, consultants, design team and stakeholders whilst capturing minutes of meetings as necessary. Manages all matters related to design being ‘fit for purpose’ specifically ‘Safety in Design’.  Leads the design sign off process by all design consultants / sub-contract designers.  Ensures quality assurance processes are in place to review design deliverables and ensure compliance with project specifications, design standards and regulatory requirements.  Ensures the team designs according to the cost/business plan, system and operations plan.  Assists Cost Consultants assess the cost of design changes and track accordingly ensuring proper change management processes are adhered to throughout the design process.  Oversees production of Work Breakdown Structure for design/engineering deliverables which is suitable for production of design documentation and is in accordance with procurement, construction staging and project phasing requirements.  Oversees the governance of Shared and Published information within the district and all the Sub-Districts. Facilitates the coordination of interfaces between projects within the district and all the Sub-Districts. Infrastructure. Assists with the evaluation of RFP proposals and provides necessary support to the various business teams. Assists, prepares and presents both progress reports and stage gate presentations for each project, highlighting key milestones, challenges, programmes, designs, costs / budgets and achievements. Requirements Bachelors degree in Electrical engineering, with minimum 10 years, preferably 15 years, work experience in Dry utilities (Electrical HV, MV, LV and Streetlighting) networks, and telecom ducting network design Strong technical review skills, including detailed engineering drawings, calculations and models Experience in integrated land development project with excellent understanding of interdisciplinary coordination, including Rights of way sections. Experience in Dialux, ETAP software and BIM Knowledge of KSA authority regulations and previous experience of liaising with and obtaining approval from Saudi Electricity Company (SEC) An Engineering Master’s degree would be an advantage. Any other relevant post-graduate degrees/diplomas would also be an advantage. Professional registration in respective discipline (i.e. Chartered Engineer or similar) is necessary. Registration as a Project Management Professional (PMP) would be an advantage. A minimum of 10 years relevant experience in dry utilities project management. Proven experience planning, designing and delivery of large-scale and complex dry utilities projects. Possess a strong knowledge of design principles, techniques, and best practices related to dry utilities. Able to define design criteria, specifications and operational requirements. Experience in delivery to program, balancing competing requirements on project to deliver design outcome (e.g. cost v. time v. quality).  Previous KSA/Middle East experience will be an advantage. Diverse experience working within Mega/large scale complex design and construction programs across private and/or government sectors would be an advantage. Proven track record of successfully delivering complex projects on time and within budget is necessary. Experience in coordinating and executing design activities, managing design consultants, engaging with stakeholders and coordinating design team members is crucial for this role. Demonstrated strong leadership and management skills to set clear goals, motivate teams and deliver results.   You should be able to work under pressure and meet tight deadlines with the ability to multi-task and prioritize your workload in a fast-paced environment with minimal supervision. Excellent communication and interpersonal skills to effectively articulate ideas, strategies and project performance to a range of audiences, such as; clients, consultants, contractors, multi-disciplinary teams and stakeholders. Certifications: Relevant electrical or instrumentation certifications are preferred.
