Description

The CPO will lead a procurement organization that encompasses all external spend of Qiddiya. The CPO will be crucial in ensuring value delivery for procurement (e.g. speed, quality), building intelligence on supply chain risks, setting company-wide standards and governance and establishing a central view on the supply base and market. Qiddiya’s CPO manages internal stakeholders (e.g. Corporate functions, Development Business Units) and external interfaces (Public Investment Fund, Royal Court, and other government entities). He/she will be the key medium of cross-functional collaboration across Corporate, Development, and other teams and works as a partner with business unit leaders and the Central Development Unit to provide support to business in operationalizing Qiddiya’s procurement strategy across all business units and their specific projects. Key Responsibilities: ·       Develop and implement a comprehensive strategy for all procurement activities at Qiddiya to support its long-term vision and strategic objectives, focusing on scalability, on-time delivery and innovation. ·       Optimizes costs (oversees the procurement budget and leads cost-reduction initiatives) while ensuring comprehensive value creation through strategic sourcing. ·       Oversee and integrate procurement activities across Corporate Procurement (indirect categories such as IT, marketing), Development & Delivery Category Strategies (building materials, design consultants, etc.), and the Center of Excellence (CoE; comprises risk management, SRM, compliance, policies, etc.). ·       Partner with the business, particularly Development Business Unit Heads and the Central Development Unit (CDU), to support translation of strategy into procurement operations and broader project development goals. ·       Define and implement Supplier Relationship Management (SRM) standards and processes, ensuring long-term partnerships with key vendors while fostering innovation and driving value creation through strategic collaboration. ·       Ensure that Qiddiya’s future systems landscape meets global best-in-class standards to drive efficiency in procurement processes while engaging within and outside Qiddiya (with suppliers). ·       Oversee the development of category strategies, with focus on critical procurement areas such as building materials, design consultants and construction services. ·       Develop corporate procurement strategies for indirect procurement categories, ensuring value delivery across all indirect spend. ·       Implement the Center of Excellence, standardizing procurement processes and ensuring compliance across all procurement functions while driving continuous improvement in risk management and facilitating exchange of supplier intelligence across the organization. ·       Drive full value enablement by optimizing initiatives across categories, identifying opportunities for strategic sourcing, supplier consolidation, volume purchasing and value engineering. ·       Ensure a robust risk management framework is in place to identify, assess and mitigate supply chain risks, including supplier reliability, market volatility, regulatory changes and geopolitical risks. ·       Develop and maintain a comprehensive set of procurement policies and processes, ensuring that all procurement activities are compliant with local, national and international regulations. ·       Act as the counsellor for all procurement-related activities at Qiddiya and a peer/partner to business unit heads to ensure strategic direction is fully integrated into project execution. ·       Build and maintain strong relationships with key external stakeholders, including government entities, Public Investment Fund (PIF), Royal Court and regulatory bodies. ·       Support in building relationships with local suppliers and contractors, driving localization efforts that meet Local Content and Government Procurement Authority (LCGPA) requirements and ensure that procurement activities support local economic development. ·       Manage relationships with international suppliers to secure competitive pricing, identify strategic innovation partnerships and access cutting-edge technologies for key project components. ·       Lead, mentor and develop a high-performing procurement organization that makes procurement a magnet for top performers ·       Oversee establishment, reporting and delivery of procurement KPIs ·       Foster a culture of accountability, collaboration and forward-looking planning, ensuring the procurement team is equipped to handle the complexities of the project and continually improves its performance to add value beyond processing transactions. ·       Create and implement training and development programs to enhance the team’s expertise in supply chain management, risk mitigation, category management and supplier negotiations. ·       Drive a continuous improvement mindset, encouraging the team to stay updated on best practices, market trends and technological advancements in procurement. ·       Lead the adoption of best practices, such as related to systems landscape, to ensure that the procurement function remains at the forefront of efficiency in the organization and meets defined targets. Requirements 10+ years of experience in procurement leadership roles, preferably with experience in large-scale construction, real estate or urban development projects. Strong background in managing complex category strategies (building materials, design consultants, etc.) and indirect categories (IT, marketing, etc.). Extensive experience in supply chain risk management, procurement compliance and supplier relationship management. Proven track record of working in cross-collaborative environments and ensuring differing goals and needs align with an overarching strategy. Bachelor’s or Master’s degree in Supply Chain Management, Business Administration, Engineering, or a related field. MBA or advanced degree preferred. CIPS, CPSM, or CSCP certification highly preferred. Fluency in English is required, with proficiency in Arabic highly desirable. Desired Competencies: Strategic Vision: Experience in driving and pioneering strategic sourcing for large-scale development/infrastructure projects, especially in the entertainment, tourism or construction sectors. Negotiation & Influencing: Strong negotiation skills with a proven ability to secure advantageous terms with suppliers while maintaining positive relationships. Experience with Multicultural Leadership: Proven leadership capabilities to drive a diverse, multicultural team and high performance across multiple procurement categories. Local Context: Understanding of the local cultural and business landscape in Saudi Arabia through work experience in the region, with a global perspective on supply chain dynamics.
